Powder found in Uttar Pradesh Assembly not explosive, FSL chief suspended

In a major embarrassment for the Yogi Adityanath government, the Hyderabad-based Central Forensic Science Laboratory (CFSL) has confirmed that the "high-intensity explosive" powder found in the UP Assembly on July 12 was actually a harmless silicon oxide or silica powder, one of the most commonly used substances in construction and sand-casting!

On basis of the report submitted by Upadhyay, Uttar Pradesh Chief Minister Yogi Adityanath had earlier told the Assembly that the white powder recovered under the seat of Ram Govind Choudhary, leader of the Opposition, was highly explosive material - PETN.

Predictably, no explanation has been given by the UP government yet on why these issues were probed by the state when initial doubts had been raised on the report of the UP FSL.


The 150 gram of white powder that was recovered in the Uttar Pradesh Assembly on July 12 was just Silicon Dioxide and not PETN (pentaerythritol tetranitrate), a report by National Investigation Agency said. "Director General of the Vigilance Department, Hitesh Awasthy, would conduct an inquiry against Upadhyay's role in the episode", said Kumar. The suspended official - UP FSL director Dr Shyam Bihari Upadhyay - is charged with, among others, getting the test done by an explosive detection kit that had an expiry date of March.

The director, Shiv Bihari Upadhyay, has been suspended for allegedly giving a wrong, misleading, incomplete and unconfirmed report about the substance recovered in the state Assembly, Principal Secretary (Home) Arvind Kumar said. SP MLAs Manoj Kumar Pandey and Anil Dohare had found the substance.

According to a report by Times of India, Aidtyanath had then claimed that the lab in Lucknow, SFSL, had found traces of PETN in the substance. They said after a few days' probe that the powder wasn't an explosive and it was a hoax.ri Upadhyay, who heads four laboratories in UP.

The UP Government has given sanction for his prosecution on the request of Bihar government in August 2014 and also ordered a CB-CID probe during Akhilesh regime against him.
