Frosh Calls Concealed Carry Bill A 'Public Safety Disaster' In Making

"The Second Amendment is alive and well, and passing this bill reaffirms the constitutional right of every law-abiding American to keep and bear arms", said Rep. Graves.

"I'm proud of Texas, our history of responsible gun ownership and our requirements for a license to carry that seek to protect the ones we love from abusers, violent offenders, and stalkers", he added.

Supporters of the bill have argued that the patchwork of existing laws, varying from state to state, can create confusion for lawful gun owners and turn them into criminals by simply crossing state lines.

Although permits are not required in Kansas, the state does issue some concealed-carry permits for bodyguards and others who now must take guns across state lines, or who want proof of their qualifications for business purposes.

The Justice Department announced Tuesday it is reviewing whether weapons using bump stocks should be considered illegal machine guns under federal law.

"I'm angry that when this country is begging for courage from our leaders, they are responding with cowardice", she said in a statement. "With concealed carry reciprocity, those who legally hold a concealed carry permit in one state can carry in another state without fear of accidentally breaking its laws".

The bill was linked with legislation to improve the national background check system for gun purchases, a measure that has rare bipartisan consensus. The Air Force has discovered several dozen other such reporting omissions since the November 5 shooting.

The legislation also would order the Justice Department to study bump stocks, including how often they are used in a crime. Dianne Feinstein of California, the Judiciary panel's top ranking Democrat, said the uncertainty demands that Congress quickly approve legislation "to ban these risky devices".
