Former White House national security advisor Michael Flynn texted a businessman during President Donald Trump's inauguration speech that a Middle East nuclear power plant scheme with Russian partners was "good to go", a Democratic lawmaker alleged Wednesday.

The witness provided the account to Rep. Elijah E. Cummings (Md.), the ranking Democrat on the House Oversight and Government Reform Committee, who detailed the allegations in a letter Wednesday to the panel's chairman, Rep. Trey Gowdy (R-S.C.).

Before joining the Trump campaign, "Flynn had worked on a business venture to partner with Russian Federation to build nuclear power plants in the Middle East until June 2016, but remained close with the people involved afterward", The New York Times. Cummings described the account in a letter Wednesday to the panel's Republican chairman, Rep. Trey Gowdy of SC.

The witness told congressional investigators that he was "extremely uncomfortable" with the conversation, Cummings wrote, and took brief notes about the discussion during the inaugural event.

Alex Copson, the managing partner of ACU Strategic Partners, received texts from Flynn during Trump's inauguration January 20 saying the deal was "good to go", according to Cummings.

Cummings told Gowdy in his letter that he found the witness "authentic, credible and reliable". And one of the companies involved in the project covered his travel expenses and wrote him a check for $25,000 for the trip, though it's not clear if Flynn cashed the check.

He added, "This is going to make a lot of very wealthy people".

Gowdy did not immediately respond to requests for comment.

It gave Flynn a potential monetary incentive to get sanctions imposed on Russian Federation during the Obama administration lifted immediately.

Today, I am writing to inform you about a whistleblower who has come forward with evidence that Lt.

Flynn, a retired Army lieutenant general and former high-ranking intelligence officer, pleaded guilty last week to lying to the Federal Bureau of Investigation about his discussions with the then-Russian ambassador, Sergey Kislyak, about the sanctions that day after they were imposed.

Mr. Gowdy and Mr. Cummings have a long history of clashing publicly over politically charged investigations.

Mr Copson showed his phone with the text message to the whistle-blower, who saw that the time stamp of the message was 12:11, but didn't read the text. But it's not. Cummings provided hard evidence that he wants to form the basis of a subpoena created to uproot what really happened.

The Wall Street Journal reported in September that while in the White House Flynn promoted a project that would involve building dozens of nuclear plants around the Middle East.

ACU Strategic Partners issued a statement on Wednesday saying, "No member of ACU received any communication in any form from General Flynn during the presidential campaign, the presidential transition, the inauguration, the period following the inauguration when General Flynn served as national security adviser or subsequent to General Flynn's resignation".
