South Korea and the U.S. made a decision to postpone their annual military exercise Key Resolve and Foul Eagle until after the Winter Olympics and Paralympic Games, which are to be held from February 9-25 and from March 9-18, respectively.

While it is certainly true that North Korea has been a frustrating negotiating partner in the past, and that its nuclear weapons program continues to move forward despite years of diplomacy, those are not persuasive arguments against further efforts to engage.

The spokesman said the two sides agreed to work on the details of the talks "through the exchange of documents", and added the agenda items of the talks will be "issues related to improving inter-Korean relationships. including the Pyeongchang (Winter) Olympic Games".
