The two Koreas agreed in a meeting Wednesday to conduct joint training for skiers at Masikryong Ski Resort on the North's east coast as they discussed details about the North's participation in the February 9-25 games.

The White House this week welcomed the announcement but played down its significance, noting that it was not the first time that athletes from the two Koreas had competed together.

During recent inter-Korean talks, Pyongyang accepted Seoul's invitation to join in the Olympic Games, and the two sides agreed to engage in further military talks to avoid the potential for conflict.

"We understand North Korea better than anybody, having dealt with North Korea for decades, having had series of discussions off and on. this is an opportunity", she said in a BBC interview.

Andray Abrahamian, a research fellow at Pacific Forum CSIS, said it was significant that plans for joint Olympic activities have upset younger South Koreans, not only older anti-North Korea nationalists.

"In particular, we emphasized that we will concentrate our diplomatic capability on inducing the North and the U.S. enter dialogue process together and endeavor to make a virtuous circle between North-South dialogue and talks between the North and the U.S.", MOFA added.

Three rounds of inter-Korean talks were held to work out details of their participation in the Winter Games.
