Lawmakers Would Pay for Sexual Harassment Settlements Under Proposed Bill

A bipartisan bill mandating that members of Congress pay sexual harassment settlements themselves was introduced Thursday as part of an effort to reform the House's current, secretive method of dealing with workplace complaints.

"This is about our workplace and what we need to do here", said Democratic Rep. Laurie Jinkins.

The legislation would streamline the process a House of Representatives employee must go through to report a workplace claim, including eliminating the mandatory 30-day counseling and mediation period. The accused must reimburse the U.S. Treasury within 90 days of a settlement, and if they do not their wages will be garnished.

The bill would prohibit lawmakers from paying settlements in sexual harassment claims with taxpayers' money. He has yet to do so. John Conyers, and sparked the #MeToo awareness movement.

The Office of Compliance now has provided only limited information about settlements, largely at the behest of lawmakers. New compliance procedures would ensure that settlements are not paid from congressional office accounts.

The bill also requires the compliance office to report and publish information on awards every six months with details on the claims and to survey employees about their work environment every two years.

The legislation is the latest step toward addressing sexual misconduct on Capitol Hill.

Under the measure, the task force will include eight lawmakers representing the four political caucuses, four lobbyists and a representative from the offices of the secretary of the Senate and the chief clerk of the House.
