Kelly has frequently said his top job is to control the flow of information to the president, but he has not tried to intervene with arguably the two most important ways by which Trump interacts with news: television and Twitter.

Kelly said on Fox he told the caucus "they all say things during the course of campaigns that may or may not be fully informed". He said Trump has "very definitely changed his attitude" toward protecting the young immigrants, "and even the wall, once we briefed him".

Shah said that Trump and Kelly continued to have a "great relationship", which would continue.

"He brought some order to the chaos that was there, but it's a long way from a functioning White House", Democratic Sen. "Nobody can plan ahead, nobody can think what's coming", said Fox. Part of negotiators' problem has been uncertainty over what Trump would accept.

Trump spoke as he arrived at the Pentagon for a meeting Thursday.

The Wisconsin Republican told Reporters Thursday that GOP vote counters are "doing fine". Also known as Dreamers, they are estimated to number around 800,000.

Ruddy said Kelly may have struck a nerve by speaking out on immigration, in particular.

The apparent rift between Trump and Kelly comes as negotiations over a bipartisan immigration deal grow increasingly heated.

According to Rep. Raúl Grijalva, Kelly told the group that "he was the one who tempered [Trump] on the issue of the wall, on the issue of DACA". "So in one way or another, it's possible that we could get the revenue from Mexico but not directly from their government", he said. "I have confidence we'll pass this".

With federal funding expiring at midnight on Friday, Congress was facing a growing possibility of a government shutdown.

Perhaps no other issue resonated more with Trump's supporters, many of whom took up the chant of "Build the Wall!" at his campaign rallies.

Though the retired Marine general had made similar remarks about the wall before, Trump fumed when he saw the interview Wednesday night.

"What worries me is that word 'directly, '" he said. "There was an understanding the concrete wall does not make sense". Trump also now wants Congress to provide taxpayer money to finance it.

Pope Francis has publicly called for building metaphorical bridges of understanding, not walls, perhaps in a thinly veiled reference to Trump's proposed border structure with Mexico, and has advocated for helping those fleeing violence or economic strife.

"We're separated by something more sinister", he said, "a massive structure that's meant to deter and break the spirits of the most vulnerable asylum seekers and refugees fleeing to the border seeking protection from extreme situations of violence, political instability, political persecution and hunger in Mexico and Central America".
