A joint United Nations-OPCW mission concluded that troops under Syrian President Bashar al-Assad had used chemical weapons several times in recent years, including in a sarin attack a year ago in the town of Khan Sheikhoun that killed almost 100 people. Meanwhile, French President Emmanuel Macron said he convinced President Trump not to withdraw US troops from Syria, reversing Trump's pledge earlier this month that he would withdraw thousands of troops stationed there. "We convinced him that it was necessary to stay there long-term". This is U.S. Ambassador to the United Nations Nikki Haley, speaking on Saturday at the United Nations.

Moscow, the main ally of Syrian President Bashar al-Assad, on Sunday condemned the United States, Britain and France for refusing to wait for the findings of the Organisation for the Prohibition of Chemical Weapons (OPCW) inspection team on the alleged attack on Douma before they launched the strikes. According to her Steven Mnuchin, US Secretary of the Treasury was to announced them already on Monday.

The Syrian regime and Russian Federation deny chemical weapons were used in the final offensive that captured Douma, a rebel-held territory east of Damascus.

British Foreign Secretary Boris Johnson made this clear on Monday as he arrived at a meeting of European Union foreign ministers in Luxembourg, telling reporters: "I'm afraid the Syrian war will go on in its terrible, miserable way".

"Right now they don't have very good friends and right now the friends that they do have are causing them harm", Haley said, referring to Russian Federation. The U.N. Security Council rejected a Russian resolution calling for condemnation of the "aggression" by the U.S., France and Britain.

However, Sanders did not say why more sanctions would be imposed and said the Trump administration has not made a decision yet on the financial penalties. They called for a renewed push for peace and threatened further sanctions on the Syrian regime.

The air strikes, however, risk dragging the United States further into Syria's civil war, particularly if Russia, Iran and Ass opt to retaliate.

The other two were suspected chemical weapons facilities at Him Shinshar near Homs.

Russia's deputy foreign minister said the delay was due to USA airstrikes.

Macron, appearing on television in Paris, suggested that he had played a key role in persuading Trump both to act in Syria and to stabilize the region long-term. Immediately after the remark, he emphasized the precise, targeted nature of the Saturday morning strike.

The strike has drawn global outcry since it was carried out before the worldwide chemical weapons watchdog could probe the incident.

However, they made no comment on supporting new sanctions against Russian Federation, instead reaffirming that the use of chemical weapons constituted a breach of global law and warning that, "there can be no impunity and those responsible for such acts must be held accountable".

On "Fox News Sunday", Haley again slammed Russian Federation, accusing it of enabling the Syrian government to use chemical weapons without worrying about blowback from the United Nations.

"Assad knew that Russian Federation had its back, Assad knew that Russian Federation would cover for them at the United Nations, and Assad got reckless, and he used it in a way that was far more aggressive", Haley said on "Fox News Sunday". Relief organisations say dozens of men, women and children were killed. The report stated that Putin's regime may resort to using blackmail on members of her government. "I think everyone knows that we sent a strong message, and our hope is that they listen to us", she added.
