TN govt to study Cauvery scheme, opposition voices concern

A cross-section of farmers and political leaders on Monday slammed the Cauvery Water Management Scheme 2018 submitted in the Supreme Court by the Central Water Commission.

The top court said it is the Centre's prerogative to form the draft scheme and not any of the state governments'.

A bench headed by Chief Justice Dipak Misra would examine the scheme to ensure smooth water distribution among the four southern riparian states.

The Kerala government has also raised objection on the draft scheme.

The bench, also comprising Justices A M Khanwilkar and D Y Chandrachud, did not accept the vehement submission of senior advocate Shyam Divan, representing Karnataka, that finalisation of the draft Cauvery scheme be put on hold till the first week of July as the process of government formation was on in the state.


The court has said that the Centre should name the authority. In the plea, In the plea Karnataka asked the top court to adjourn the hearing as there was no government in the state. It had on May 8 summoned the Secretary of Union Water Resources Ministry to bring along with him the draft. He said that the opposition parties in Tamil Nadu were accusing the Centre of using delaying tactics, without doing anything to constitute the Cauvery Management Board. Attorney General K K Venugopal, appearing for the Centre, cited Prime Minister Narendra Modi's unavailability due to Karnataka elections reason for the delay. Shanmugam told reporters that the state would submit its views on the scheme to the apex court on May 16.

PMK founder S. Ramadoss said the draft scheme did not involve the power to implement the award of the Cauvery Water Dispute Tribunal.

DMK leader M.K. Stalin urged the Tamil Nadu government to call an all-party meeting on Tuesday to discuss the setting up of the Cauvery Management Board (CMB) and arming it with legal power.

Ramadoss demanded that the Tamil Nadu government oppose the Centre's proposal on the Cauvery water sharing body.
