Garbage and spoiled food were all around.

"It was obviously unsanitary and not a condition that children - or any human probably - should be living in at the time", Fairfield police Lt. Greg Hurlbut said Monday. "It went beyond somebody simply not cleaning the house for the day".

Rogers told reporters after Allen's arraignment that much of the debris in the home was caused by police searching the home after they checked there after returning their oldest child, a 12-year-old boy, who had gone missing briefly back on March 31. "So I said, "OK how am I going to do this with all these kids?"

On Tuesday, Rogers was charged with nine counts of felony child abuse in addition to a misdemeanor charge of child cruelty that she already faced.

The matter unfolded March 31 when the oldest child, a 12-year-old boy described as developmentally delayed with the capacity of an 8-year-old, disappeared from his house in the 2000 block of Fieldstone Court. Solano County prosecutors included the horrific details in a motion to increase the bail for Rogers, who was charged with nine counts of felony child abuse. He has pleaded not guilty to the charges. Rogers, 30, said she was a good mother to her children. They had a normal life, like I gave my everything to these children - my everything. "My husband has a lot of tattoos, he looks like a scary individual, and that's why people are so quick to judge him". But absolutely not, my husband is an unbelievable person. "I am an wonderful mother".

She denied Monday her husband had abused the children.

"They searched them head to toe. I am not a torturer and am not a monster". "Absolutely not. Absolutely not", Rogers told KTXL.

Wanda Rogers, the children's maternal grandmother, said Allen "worships the devil" and used the children as "sacrifice".

Inside, officers found nine other kids, whose ages ranged from 4 months to 11 years old, "living in squalor and unsafe conditions", police said. Officials took pictures of the children and interviewed them individually, she said.

Sharon Henry, chief deputy district attorney for Solano County, said she was "horrified" by the statements from the children and that torture was carried out in the house "for sadistic purposes".

Peggy Allen, the mother of Jonathan Allen, said she had talked to Rogers about the importance of keeping a clean house.

A lawyer for Solano County child welfare officials did not immediately respond to a request for comment Tuesday.

Based on that information, an arrest warrant was issued for the father. He appeared in court Monday, pleaded not guilty, and was ordered held in lieu of about $5 million bail.

Allen's mother, Peggy Allen, told the AP she had spoken to her son about the importance of housekeeping and Christian values - but that Allen avoided her and kept his relatives away from the children. Some neighbors of Ina Rogers and Jonathan Allen said they had no idea the couple even had so many children.

The messy house was just life with children, cats, a dog and fish, Quartman said. "I have gotten loud before but I never spanked my children".

"I want to tell them that I love them". He had been angry because Allen and Rogers had tried to take away his tablet computer, Rogers said, according to the AP.

Solano County court records show that Jonathan Allen was charged with four felonies including corporal injury, assault with a firearm and criminal threats.
