"Even if the militants have not responded positively to the announcement, yet there is no doubt that given a chance, any peace loving devout Muslim would like to spend the month of Ramadan in prayer and penance", said Manzoor Ahmad, a resident of Pulwama district.

The Centre on Wednesday announced a "conditional" ceasefire in Kashmir for the Ramzan period, after an appeal from chief minister Mehbooba Mufti, who had recently held an all-party dialogue and passed a resolution in favour of a temporary truce, with only the state BJP sounding a dissonant note.

Deepak while addressing the students said that the decision so imposed by the government on Indian army is purely with the intention of the Chief Minister Mehbooba Mufti to slow down operation All Out in the valley. It, however, clarified that the security forces reserve the right to retaliate if targeted by the terrorists.

"It is important to isolate the forces that bring a bad name to Islam by resorting to mindless violence and terror", a Union home ministry spokesperson had said.

Kashmiris started Ramadan shopping on Thursday instead of the last day since most locals expected the holy month to begin on Friday.

"The decision would go a long way in healing the wounds of people of the state who have been suffering the pain of violence and uncertainty for the past three decades or so". It also provides for provisions relating to the establishment of special courts for speedy trial of such offences, and making it mandatory for the educational institutions to ensure safety and protection of children and not to expose them to any kind of sexual abuse.

"This marks the beginning of listening of the story of pain of the state's people by the country's leadership", she said.

Welcoming the cease fire Mufti thanked Prime Minister Narendra Modi and Rajnath Singh.

Senior ministry officials said calling the initiative a "ceasefire" was inaccurate, saying that such a term would indicate agreement between two parties while the Ramzan move is a unilateral "suspension of operations".
