The two civilians have been identified by police as Juan Carlos Nazario, 35, and Bryan Whittle, 39.

Mathews said an adult female and a juvenile female were taken to hospital for surgery after the shooting. The two were celebrating a birthday, CNN affiliate KOCO reported.

The incident comes just weeks after a gunman opened fire at a Waffle House restaurant in Tennessee, killing four people before an un-armed civilian confronted the attacker. She and the two girls who were shot are said to be in good condition.

Family members say the suspect shot Natalie Will, and her daughter, 12-year-old Syniah Giles, as they were walking in front of the restaurant. "We don't know what he was going to do, so they put an end to a situation that was risky".

Mathews said around 100 people were in the restaurant at the time and that all victims will be OK.

The suspect walked into a Louie's restaurant in the Lake Hefner area and shot two people inside, according to the Oklahoma City Police Department.

Matthews said the names of the victims and suspect would not be released on Thursday, reports NewsOK. "You are my hero sir". Police have said there would have been far more casualties if it weren't for the patron's quick thinking.

Tilghman, 28, was reportedly wearing shooting glasses and earmuffs commonly seen at gun ranges, Matthews said.

Tilghman fired "from the outside of the door into the restaurant", Matthews said, adding "to me, it looks like a random event".

"I believe somebody that stopped this is a good thing, we don't know if this guy had a vehicle there and was going to get more ammunition", explained Capt.

"She's still pretty shook up", Will said.
