Hurricane Florence: Warnings of life-threatening surge

Hurricane Helene is heading north to open sea off the coast of the U.S. and now poses no danger to land after the storm hit cooler waters in the Atlantic.

Virginia Beach, Virginia, will be feeling the effects of Hurricane Florence later this week, as the storm makes its way to the eastern coast of the United States. Significantly, hurricane-force winds extended 70 miles (110 kilometers) from the eye, and tropical-storm-force winds reached 175 miles (280 kilometers) outward, making outdoor preparations hard or risky as early as Thursday.

US President Donald Trump signed declarations of emergency on Tuesday for both North Carolina and SC, freeing up federal money and resources for storm response. More than 1.5 million people have already been ordered to evacuate coastal areas ahead of the storm.

The hurricane warning was issued for issued from South Santee River, South Carolina, to Duck, North Carolina, and the Albemarle and Pamlico Sounds.

McMaster rescinded the order Tuesday for Beaufort, Jasper and Colleton counties - less than 24 hours after he placed an evacuation order on the state's entire coastline.

The North Carolina Home Builders Association's three-day conference has just gotten under way, but as Hurricane Florence bears down, some of the 2,000 attendees are leaving early to prepare for the worst. "Don't bet your life on riding out a monster", he said.

Even in the unlikely event that the storm center remains just offshore, it will nearly certainly come close enough to bring risky wind and flooding to coastal areas.

Rainfall could be up to 20in (50cm) in some areas.

The US Navy is sending 30 ships stationed in Virginia out to sea.

Residents of affected areas have been flocking to stores to stock up on essentials.

A tropical storm watch was issued for north of the North Carolina-Virginia border to Cape Charles Light, Virginia, and the Chesapeake Bay south of New Point Comfort.

Curtis Oil, a fuel distributor in Chesterfield, South Carolina, said it had been "overwhelmed with requests by state agencies and everybody else".

If some of the computer projections hold, "it's going to come roaring up to the coast Thursday night and say, 'I'm not sure I really want to do this, and I'll just take a tour of the coast and decide where I want to go inland,"' said Jeff Masters, meteorology director of the private Weather Underground forecasting service.
