Although it's been downgraded to a category two storm with 105mph winds, officials say there could be feet - rather than inches - of rain.

Avair Vereen, 39, took her seven children to a shelter in Conway High School near Myrtle Beach, South Carolina.

Baltimore County officials said Thursday that they placed emergency personnel on "high alert" should there be flooding and outages, and urged residents to make preparations just in case.

"This rainfall will produce catastrophic flash flooding and prolonged significant river flooding", the hurricane center said.

As if the storm itself is not risky enough, it is expected to spawn tornadoes in southeast North Carolina on Thursday and Friday. "Surviving this storm will be a test of endurance, teamwork, common sense and patience".

Cooper requested additional federal disaster assistance in anticipation of what his office called "historic major damage" across the state.

An estimated 10 million people live in the storm's path, according to the US Weather Prediction Center, and coastal businesses and homes were boarded up in anticipation. Another 400 people were in shelters in Virginia, where forecasts were less dire.

Even if you know nothing about hurricanes, an unavoidable sense of doom and destruction overtakes you when you look at this image of Hurricane Florence as it moves inexorably toward North and SC.

Officials have warned that the life-threatening storm could come with maximum sustained wind speeds of 90mph and carries a risk of "catastrophic" flooding.

Roads and intersections on North Carolina's Outer Banks barrier islands were already inundated with water.

More than 1,200 USA airline flights scheduled for Thursday and Friday have been canceled, according to the flight-tracking service FlightAware.

And in Wilmington, North Carolina, a steady rain began to fall as gusts of winds intensified, causing trees to sway and stoplights to flicker. Its forward movement was 6 miles per hour (9 kph). While hurricane force winds extended 80 miles from the centre of the storm, tropical storm force winds extended up to 195 miles.

A buoy off the North Carolina coast recorded waves almost 30 feet (9 meters) high as Florence churned toward shore.

At 5pm pm (2100 GMT), Florence was over the Atlantic Ocean about 100 miles (160 kilometers) east-southeast of Wilmington, North Carolina, and moving west-northwest at five miles per hour, the NHC said. "Ever stared down the gaping eye of a category 4 hurricane?"

As Florence drew near, President Donald Trump tweeted that FEMA and first responders are "supplied and ready", and he disputed the official conclusion that almost 3,000 people died in Puerto Rico, claiming the figure was a Democratic plot to make him look bad.

"The idea of having to leave with my two cats and go somewhere for a week or more. once you leave, you don't know how many days it will be before you can return", a Wilmington resident named Kate tells VOA.

"This is our only home".
