Khashoggi, a Washington Post columnist, went missing on October 2.

One source cautioned that the report was still being prepared and could change, CNN said.

It also said that a person with knowledge of the discussions said the kingdom will claim that rogue operatives killed the journalist during either an interrogation or an attempt to kidnap him and return him to his native Saudi Arabia.

President Donald Trump on Monday floated the idea that "rogue killers" were involved. "We are grateful to all those who have respected our privacy during these hard times", the statement said.

Khashoggi, a USA resident, Washington Post columnist and leading critic of the powerful Saudi crown prince, Mohammed bin Salman, vanished after entering the Saudi consulate in Istanbul two weeks ago to get marriage documents.

A pro-government Turkish daily published preliminary evidence last week from investigators who it said had identified a 15-member Saudi intelligence team that arrived in Istanbul on diplomatic passports hours before Khashoggi disappeared.

So far Saudi Arabia has denied the allegations and said that Khashoggi left the consulate.

Saudi Arabia and Turkey should "reveal everything" they know about Jamal Khashoggi's disappearance, a top United Nations human rights official has said while demanding a "thorough and impartial" probe into the whereabouts of the dissident Saudi journalist. "And I also think it sends... a awful message to the Crown Prince of Saudi Arabia that you can get away with this sort of thing".

The report came as US Secretary of State Mike Pompeo held talks with Turkish officials in Ankara about Khashoggi's disappearance - a day after visiting Riyadh to discuss the mystery with Saudi King Salman and Crown Prince Mohammed bin Salman.

Turkish officials say they believe Saudi agents killed and dismembered Khashoggi and say Turkey has audio and video recordings of it.

Pompeo's faith in the Saudi authorities to cooperate with the investigation into Khashoggi's fate was echoed by Trump, who said in an interview with the Associated Press on Tuesday night that Riyadh had again denied it had anything to do with Khashoggi's disappearance and remained "innocent until proven guilty". Those bearing responsibility for his disappearance must be held to account.

The US president gave no evidence to support the theory.

Manchester United sources insist the club is not for sale following speculation over a takeover bid by Saudi Arabia's Crown Prince Mohammad bin Salman.

"It depends whether or not the King or the Crown Prince knew about it in my opinion, No. 1 what happened but whether or not they knew about it". He and Trump's son-in-law and senior adviser, Jared Kushner, have forged close ties.

"The king has ordered the public prosecutor to open an internal investigation into the Khashoggi matter based on the information from the joint team in Istanbul", an official quoted by Reuters news agency said.

He vanished after entering the consulate for official documents for his wedding to his Turkish fiancée.

The Saudi regime's explanation of what took place in its Turkish consulate two weeks ago has changed dramatically over the past week as new evidence has continued to emerge and as the global community has pressed for a credible investigation.

Trump, under tremendous pressure from lawmakers, has warned of severe punishment. "I'm going to sanction the hell out of Saudi Arabia", Graham said.

Saudi Arabia has pledged to retaliate economically for any U.S. punitive action.

Trump said he'd made clear the stakes.

"The world is watching, the world is talking". "I think he understands that very well".
