A gunman has shot and killed 12 people in Southern California, using a handgun and smoke bombs at a country dance bar on student night.

The killer was identified as Ian David Long, a 28-year-old veteran who authorities said had an episode of erratic behavior last spring that was thought to be post-traumatic stress disorder because of his military background.

"He went in to save lives - to save other people", Dean said.

The dead included 11 people inside the bar and a veteran sheriff's sergeant who was the first officer inside the door, Ventura County Sheriff Geoff Dean said. They entered the building and immediately exchanged gunfire. Newsom said he supports people's right to bear arms, but he is concerned about gun violence and thinks California should lead the way on gun controls.

"We're all hurting", his fellow officer said.

People took shelter in restrooms and even crawl spaces in the attic, among other places, according to officers at the scene.

Several of the survivors said they were also at the outdoor country music festival in Las Vegas a year ago when a gunman in a high-rise hotel killed 58 people.

He could not immediately provide information on the extent of the victims' injuries.

Officers were also entering the bar and finding people who had hidden in out-of-the-way areas. They found Long "somewhat irate, acting a little irrationally", Dean said.

More details are being revealed about the gunman.

A survivor of the mass shooting at a California bar that killed 13 spoke out in an emotional interview on Fox & Friends Thursday morning.

Law enforcement officials were seen outside of Long's Thousand Oaks bar, Calif. home Wednesday morning. Deputies are at Long's home, seeking to serve a search warrant, Dean said. The deputies called in mental health specialists.

The rampage in Thousand Oaks occurred about 160 kilometres from a community centre where 14 were killed during a 2015 terrorist attack in San Bernardino, California. One came after he was involved in a traffic collision. It holds ten rounds of ammunition and one in the chamber, but Dean confirmed it did have an extended magazine. It's believed this was the only weapon used.

Another witness said he saw a security guard being shot as well as a female cashier, before he also fled.

Wennerstrom told CBS News he was a weekly regular at the Borderline Bar & Grill, and the other customers were like "family".

Helus, who was set to retire within the next year, succumbed to his wounds at a hospital, police said. "From there, the motorcade will travel southbound on Lynn Road to United States 101 northbound to the Ventura County Medical Examiner's Office in the city of Ventura". He said he had assumed Long must be getting treatment of some kind. "[This event] is a tragic and senseless loss of life".

The incident was reported at the Borderline Bar and Grill in the town of Thousand Oaks, a quiet, upscale residential suburb of Los Angeles.
