The summit is likely to take place in the Pacific port city of Vladivostok, near the borders with China and North Korea.

The warning comes after Kim Jong-Un said he would only agree to further talks at a third summit if the USA has the "right attitude". In a speech to Pyongyang's rubber-stamp parliament on Friday, Kim said the Hanoi meeting had made him question whether Washington is "genuinely interested" in improving its relations with Pyongyang.

Moon also said he won't be restricted by location or format to have his fourth summit with Kim, indicating that he will not hold Kim to a promise to meet next in Seoul. "There is no discussion with the North yet, but we need to consider all possible circumstances including a possible visit by Trump to Korea in May or June".

South Korean President Moon Jae-in is pushing for another summit with North Korean leader Kim Jong-un amid a standstill in nuclear negotiations between the USA and North Korea.

In a celebratory report, Choe lauded the late leader's "rare wisdom, outstanding guidance and noble virtue" for leading the country's "revolution and construction only to victory", according to the Korean Central News Agency. In a recent speech, North Korea's leader said he was willing to hold another summit with the U.S. leader.

Also, it appears that South Korean President Moon Jae-in has just departed Washington, having failed in his attempt to convince U.S. President Donald Trump to compromise on key sanctions that would have allowed Moon to reengage with Pyong-yang.

Kim blamed the collapse of his second summit with Trump on what he described as Washington's unilateral demands.

But the pair always maintained they were innocent pawns in a plan hatched by North Korea and believed they were carrying out pranks for a reality TV show.

On South Korea, Kim said Seoul "should not act as an "overstepping mediator" or a "facilitator" and should rather get its mind straight as a member of the (Korean) nation and boldly speak up for the interest of the nation".

The North Korean leader issued the deadline as he accused Donald Trump's administration of "open hostile moves" against his country. During his speech to the SPA, Kim did not once mention the word "denuclearization".

North Korean charge d'affaires in Moscow, Jin Jong Hyuk, said Thursday that Pyongyang expects a number of mutual visits by high-level Russian and North Korean delegations in the future.
